If youfolks use some basic math, you'll find USPS is correct about this being Congress' fault. USPS' sole source of income is postage. Congres mandated USPS to pay billions into escrow to pre-fund future retiree benefits(which is dumb), and gave USPS no way to offset that extra cost.
